State Grid Launches Gansu-Zhejiang ±800 kV UHV DC Project
On July 29, State Grid Corporation of China held a mobilization meeting to mark the start of construction of the Gansu-Zhejiang ±800 kV ultra-high voltage direct current (UHV DC) project. The meeting focused on thoroughly studying and implementing the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, serving the overall work of the Party and the country through concrete actions, and better supporting China’s modernization drive.

Hu Changsheng, Secretary of the Gansu Provincial Party Committee; Yi Lianhong, Secretary of the Zhejiang Provincial Party Committee; Ren Zhenhe, Deputy Secretary of the Gansu Provincial Party Committee and Governor of Gansu Province; Wang Hao, Deputy Secretary of the Zhejiang Provincial Party Committee and Governor of Zhejiang Province; Zhang Zhigang, Chairman and Party Group Secretary of State Grid Corporation of China; and Pang Xiaogang, General Manager and Deputy Party Group Secretary of State Grid Corporation of China, attended the meeting.
Cheng Xiaobo, Member of the Standing Committee of the Gansu Provincial Party Committee and Executive Vice Governor of Gansu Province; Zhang Wei, Member of the Standing Committee of the Gansu Provincial Party Committee and Secretary of the Lanzhou Municipal Party Committee; and Ye Xiangdong, General Manager and Deputy Party Group Secretary of China Huadian Corporation, attended the meeting at the Gansu venue.
Xu Wenguang, Member of the Standing Committee of the Zhejiang Provincial Party Committee and Executive Vice Governor of Zhejiang Province; and Qiu Qiwen, Member of the Standing Committee of the Zhejiang Provincial Party Committee and Secretary of the Hangzhou Municipal Party Committee, attended the meeting at the Zhejiang venue. Pan Jingdong, Deputy General Manager and Party Group Member of State Grid Corporation of China, presided over the meeting.
Project Officially Launched
At around 11:00 a.m., Hu Changsheng, Yi Lianhong, Ren Zhenhe, Wang Hao, Zhang Zhigang, and Pang Xiaogang jointly launched the project.
Ren Zhenhe said that the start of the Gansu-Zhejiang UHV project is a concrete action to promote the development of western China in the new era and to further build a new pattern of large-scale protection, opening-up, and high-quality development. It is also an important measure to accelerate the construction of large-scale wind power and photovoltaic bases in desert, Gobi, and barren areas, and to build a new type of power system.
He noted that the project is of great significance for promoting coordinated regional development and developing new quality productive forces according to local conditions. It will effectively support the transformation of Gansu’s energy resource advantages, promote the revolution in energy production and consumption, and ensure the security and stability of industrial and supply chains.
Gansu Province will take the initiative to provide proactive, advanced, and meticulous services, striving to build the project into a new model of cooperation between central enterprises and local governments, a new support for energy security, and a new demonstration of the energy revolution.
Zhejiang Highlights Energy Security and Green Transformation
Wang Hao said that the start of the Gansu-Zhejiang UHV project is a concrete measure to implement General Secretary Xi Jinping’s new energy security strategy of “Four Revolutions and One Cooperation.” The project is of great significance and has far-reaching impact.
He said the project will help Zhejiang improve its energy security capabilities, optimize its energy supply structure, and accelerate green and low-carbon transformation. Zhejiang will respond quickly, make every effort, strengthen special working teams, actively provide services, focus on quality excellence, maintain strict safety standards, and work with all parties to create a landmark project of the new era.
Zhejiang will strive to complete the project and put it into operation as soon as possible so that it can deliver benefits at an early date. Wang Hao also expressed hope that State Grid Corporation of China would continue to support Zhejiang’s high-quality development and provide strong power supply guarantees for Zhejiang during peak summer demand periods.
A Major Project for Power Supply and Regional Development
Zhang Zhigang said that the construction of the Gansu-Zhejiang UHV project is a concrete practice to thoroughly implement the important instructions of General Secretary Xi Jinping and better promote the revolution in energy production and consumption.
The project is a major initiative to ensure the safe and reliable supply of electricity and serve coordinated regional development. After completion, the project will be able to transmit more than 36 billion kWh of electricity to Zhejiang every year, enabling complementary advantages between energy resources and power markets.
A Green Project for Clean and Low-Carbon Energy Transformation
The project is also a green project that will promote clean and low-carbon energy transformation and accelerate the construction of a new power system.
After completion, it is expected to support the consumption of more than 21 billion kWh of new energy electricity annually and reduce carbon dioxide emissions by 17 million tons each year. This will provide strong support for the large-scale development and utilization of clean energy.
A Demonstration Project for Advanced UHV Technology
The Gansu-Zhejiang UHV project is also a demonstration project for developing new quality productive forces and promoting high-level scientific and technological self-reliance.
For the first time, independently developed UHV flexible DC technology will be applied at both the sending and receiving ends of the project. Key technologies such as large-capacity flexible DC conversion and grid connection of high-proportion new energy will be further advanced, consolidating China’s leading position in UHV transmission technology.
A Livelihood Project Driving Investment and Employment
The project is also a livelihood project that will expand effective investment and help stabilize expectations, growth, and employment.
It is expected to drive more than 80 billion yuan of investment across upstream and downstream industrial chains. This will play a positive role in promoting common prosperity, high-quality full employment, and the improvement of people’s well-being.
State Grid Corporation of China said it will give full play to the advantages of the group, carefully organize and deploy resources, strengthen lean management, and make every effort to ensure the high-quality and efficient advancement of the project.
Meeting Participants
The meeting was held via video link. Relevant officials from the Electricity Department of the National Energy Administration and the Gansu Energy Regulatory Office attended the meeting.
Other attendees included Zhang Weiwen, Secretary-General of the Gansu Provincial Government; Duan Xiaobin, Deputy Secretary-General of the Gansu Provincial Government; Xu Dake, Secretary-General of the Zhejiang Provincial Government; heads of relevant departments of the Gansu and Zhejiang provincial Party committees and governments; and officials from relevant cities and districts.
Representatives from State Grid Corporation of China also attended the meeting, including Wang Shuxiang, Assistant to the General Manager and Director of the General Office; Feng Kai, Assistant to the General Manager; Meng Qingqiang, Chief Engineer; Li Yonglai, Deputy Chief Engineer and Director of the Northwest Branch; Yang Yong, Deputy Chief Engineer and Director of the East China Branch; as well as heads of relevant departments and units of the company.
Representatives of relevant energy and power enterprises and construction units also attended the meeting at different venues.
